Monetary compensation that is awarded by a court in a civil action to an individual who has been injured through the wrongful conduct of another party. Damages attempt to measure in financial terms the extent of harm a plaintiff has suffered because of a defendant's actions. Damages are distinguishable from costs, which are the expenses incurred as a result of bringing a lawsuit and which the court may order the losing party to pay. Damages also differ from the verdict, which is the final decision issued by a jury. The purpose of damages is to restore an injured party to the position the party was in before being harmed.

A flood is the overflow of water onto normally dry land. Flooding results when the water level rises and overflows the banks of a river or some other low-lying channel, or when high ocean waters wash over the coast. Floods occur frequently in some parts of the world. While for some areas flooding spells disaster, for other areas yearly flooding is necessary to sustain crops.

The National Climate Assessment summarizes the impacts of climate change on the United States, now and in the future. A team of more than experts guided by a member Federal Advisory Committee produced the report, which was extensively reviewed by the public and experts, including federal agencies and a panel of the National Academy of Sciences. Some extreme weather and climate events have increased in recent decades, and new and stronger evidence confirms that some of these increases are related to human activities. Changes in extreme weather and climate events, such as heat waves and droughts, are the primary way that most people experience climate change. Human-induced climate change has already increased the number and strength of some of these extreme events.
